I agree with both Catherine & Micheal.
Being a residentially challenged person in Colorado Springs myself, i have been told numerous times by others that the only reason they moved here is because MJ is legal & they thought they could open up the next"hot dispensary" but those plans fell through & they never really had a plan B for their life. So in that aspect, i have heard from at least 35% of the homeless population here. Most of the people who have said this also stay at the New Hope Center(RJ Montgomery) where their is case management to help those who genuinely want the help to get on their feet & aren't afraid of putting in their portion of effort to obtain independent living.

Micheal... I understand your frustration with lack of support from the city here. At least you got to leave!! Lol.
I have lived here in C.Springs since Nov 1, 2000 & been a part of the "tent city" here in Colorado Springs since the end of July this year. My personal story i will not get into here, just my experiences.
Thank whoever you want to for finally building more facilities for the homeless population!! It's about damn time this city realizes the issues here. A warming shelter in the winter months & only being a place to rest from 8pm-7am with no case management or other facilities (ex.Showers,laundry,food,ECT.), while it's great to get in out of the cold, it seems counterproductive. For those who choose this lifestyle, it's great!! No commitment, no overhead,ECT. Those who are trying to get their lives together again, it's almost like a false sense of security... Like the saying"you don't have to go home but you can't stay here!" So then when these places aren't open from March 31st-Nov 1st... Then what?? Many panhandle for hotel room money when they know a cold night is coming but there are so many that have taken advantage of the communities kindness, most people roll up the window & pretend like they don't see you. It's been hard for myself to get even $5 for gas if I've absolutely needed it. I don't personally like don't it unless it's absolutely necessary, like I've already ran out of gas. I personally live in my vehicle, a 1996 Chevy 1500 extended cab with a topper on the back to hold all my belongings. I can attest to some of the fighting among campers & personal property damage as well. Labor Day, some random(probably on some form of illegal substance)late 30's male threw a cement block into the windshield of my truck. Cops say it's a civil matter because it happened on "private property" belonging to the mission, no arrest for vandalism, no ticket written & the individual continued to live in a tent on the property. Four days later, I was told I could no longer park my vehicle anywhere on the "Rescue Mission" property by Bill, one of the higher UPS in the office & had police called there as well...
Police see my windshield broken & tell me I have to keep it on private property because they could impound my vehicle/my home due to obstruction of view & deem my vehicle inoperable to be on the street. Where I was supposed to move to, without driving my truck on the street & to another private property.... Because some asshat of society broke my windshield!! He continued to live there until yesterday!! This has kept me from seeking employment in which I had a job interview the day after this happened but had to cancel due to not having sufficient transportation now. The Rescue Mission won't even lift a finger in anyway to help me get I it fixed either. The one thing holding me back from getting on my feet now & not one agency in this entire town will help me!! Ridiculous!!
Meanwhile, I've sought refuge at the local Park & Ride under the I-25 bridge so I'm protected from the weather, can't drive my vehicle & praying everyday that it doesn't snow or rain cause I know the windshield is definitely going to leak!! Alot!!
