As a Vietnam decorated combat helicopter and later as a master aviator/instructor, I would give high altitude training by the simple expedient of power restriction. Of course, having a real high altitude place nearby is good, but dangerous, and noisy for anyone within miles. Give them one place,
and that is it. The rest with power restriction and simulators for training, along with a good ground school course on the elements and dangers of high altitude operations. The general course I taught was also for airplanes.
