New Banning Lewis Ranch Agreement approved by Council

Colorado Springs City Council voted on April 24 to approve a new annexation agreement for the 20,000-acre Banning Lewis Ranch on the city's east side. Councilors Bill Murray and Yolanda Avila opposed it. BLR was annexed in 1988 under an agreement that required developers to fund infrastructure, including roads, police and fire stations, and parks.

The new agreement backs down the requirements in order to spark developer interest in construction there. Mayor John Suthers hired a financial advisory firm, which said the city would gain $49 million in net revenue in 30 years from the development.
