Astrophysics: you are either very young or sterile to have naive thinking like that. (I'm betting on the former) As I do agree with you on the point in general it's not always the case. I'll be the first to trun beat red when seeing the 22 yr olds down at the welfare office with 3 kids under 4yrs old & one in the oven; or dragging the toddler in all day looking like they just spent the day at the salon with their coifed hair and 2 inch airbrushed nails. THOSE are the people who warrant a policy on deniying benefits if they dont' get their crap together. But there are also those people - especially this year - who were doing just fine providing for their family when something beyond their control happened and they need a little help getting over the hump. And because of the people first mentioned that are perfectly content living on the system, those of us who do work & provide, but need help during exceptionial economic times can't get it because the funding is already allocated away.

The only falacy in this article is the insinuation that this is a new problem. We had the same issues over a yr ago: paperwork messed up (i.e. the absent parent of our child being "denied benfits"), no one ever answering the "help" line, and no resloution even if you jumped through ever single hoop promptly. We had issues with our retedermination & didn't have our calls returned for 4 mos. They were promptly taken care of after I called the State Office in Denver. Something needs to be done! What can we do to bring this issue directly into the faces of people who actually have the power to do something about it other than spout off excuses about budget issues? I'd be more than willing to help facilitate any group effort if given a place to start!
