Partners to work on Fountain Creek

At least one section of Fountain Creek will be restored sooner, and for less money, because of a team effort that was previewed Monday to City Council.

Gold Hill Mesa Partners have joined the city's Stormwater Enterprise and Colorado Department of Transportation (CDOT) in a multimillion-dollar project to improve Fountain Creek east of 21st Street. If approved, the project, which will be officially pitched to City Council on Aug. 12, could begin as early as this fall.

The Stormwater Enterprise is involved because of the creek's potential for flooding and because water quality is a concern; CDOT, because U.S. Highway 24 is within the channel to be improved, and some construction would be required; and Gold Hill Mesa, because the fast-eroding creek forms the northern border of its main development project.

Gold Hill Mesa would contribute more than $1 million to the $3.6 million project, as well as much of the concrete that will be used to line and stabilize the creek's banks. Developer Bob Willard says if any of the three entities were to undertake the project solo, it would take more time and money.

"We'll have at least a quarter-million dollars in savings by working together," Willard says.

The Stormwater Enterprise will pitch in $1.8 million and is proposing to reallocate funds from the 2008 budget to take advantage of the partnership opportunity.

After the presentation Monday, Council member Margaret Radford said that the city's controversial stormwater fee makes such partnerships possible.
