Surely no one could expect a report prepared by some off shoot group of government to render an objective analysis of government services. Having worked as a Public Safety Employee most of my career, I understand the inner workings of Municipal Government. With the salaries and high roll up costs associated with Public Employees today, including the pension underfunding, local governments must look at all options on the table to distribute scarce resourses. That said, there are areas of service which can be cost effectively contracted out and others which are best served staying in house. Each catagory of public service offered should be analyzed for the pros and cons of contracting or keeping it inhouse. Critical areas of government such as Safety & Security need to be kept in house. All other non-critical areas should be on the table for discussion. Sorry folks, but the Public Employees and their Unions have priced themselves out of the market and should be required to bid on job contracts along with private sector groups.
