Reader: Does pay equal performance?

In response to the post "State officials see first pay raise in nearly two decades": Having spent 12 years at the county level and nearly two years as a state employee, this seems like absolutely backward priorities to me. Raises need to go to the bottom first, that is where the biggest turnover is, and turnover is expensive and hurts the organization most. I don't see that increasing executive pay directly correlates to increased executive performance. The very best leaders are motivated by passion, not by pay.
