My name is Sean Carlos. I am a musician. From 6/27/2015 to 7/6/2015 I was held at CJC in Colorado Springs for missing a disorderly conduct court date related to playing music on the streets of Colorado Springs.

The first night I was imprisoned I refused an order by a sheriff's deputy to stop singing. I was placed in "irons", (my wrists shackled to my ankles), in isolation and left overnight. The following morning, after I was released from the shackles I noticed my left foot was partially numb. I requested medical attention and was refused help for two weeks despite multiple requests. When I finally received attention from the medical staff they confirmed the numbness and told me I'd see a doctor if the numbness persisted another week.

I was released as part of a plea agreement before I was seen by a jail doctor. The numbness in my foot has not improved. I fear I have permanent nerve damage. I am not currently employed and I have no health insurance. I am unsure how to obtain a doctor to fix my foot.

I feel my civil rights were abused. Not only was I not allowed to sing, but I was unjustly subjected to a tortuous experience that prevented me from getting any sleep that night. On top of that I have a permanent injury as a result of the deputies disregard for my personal safety.

I filed a grievance while in jail regarding this matter. On release I asked a member of the jail staff what would happen to my grievance. They suggested I contact the ACLU. I hope this matter can be resolved in a timely manner. I hope that feeling can be restored to my foot. I hope no one has to endure what I was forced to endure ever again.

If you ban legal sales what is stopping illegal sales? Do the police enforce the law rigorously in the unincorporated territories?
