You have ignored some issues in all your discussion of Tabor, which should have been included in this article. The simple fact of the matter is that the city can and has asked in the past to keep money that was over collected (they just won a ballot measure for this year allowing them to keep last year over collection).
They can also ask for tax increases and have had some approved by the citizens of the community, when they identify specific projects or receiptants (ie, police dept, fire, etc). The citizens of this community are tired of funding a general fund and not having the money spent on roads, police, bus service, and fire. Our city council and others (senates, county representatives, etc) make promises for change and they never happen!
What these people don't like is having to ask the voters for approval and state their cases. Instead of having a discussion of facts, they (city council) say trust us, we have your best interest. If you think the government is so great at spending your money, then give them your paycheck or under a city project yourself.
TABOR has it flaws, but I don't see anyone proposing anything better.
You also have some flawed thinking in that people get raises every year and that they match the price of inflation or exceed. There are people out there barely making it and they are working for less money now then before. They have taken pay cuts, so why shouldn't the city? You need to look at a complete view and not just one little chuck of reality.
