I am for a simpler solution. Cannabis was voted to be regulated like alcohol. Under the alcohol model there are three forms of licensing. Production, Distribution, and Consumption. While Cannabis remains at only production and distribution.

We all know that liquor can be purchased at a store but not consumed. As we are aware that alcohol can be consumed at a bar but you can not depart with it.

So to then should there be a license for onsite cannabis consumption. We should couple this with training courses for cannabis servers in the same vain as the state mandated TIPS course for alcohol.

If you give me a license I will apply for it. Impose a fee I shall pay it. Provide reasonable regulation and I shall adhere to it. Create a course and I will attend it.

Constitutionally you cant not stop these clubs from forming. However they have the authority to place restrictions of how they may operate. The focus now should be to work with industry leaders in developing reasonable regulation that allows these facilities to serve their design purpose with respect to the existing licensed cannabis industry and the safety of the local community.
