Any state, city, or country that thinks legislating what goes on between doctors and patients is going to stop addicts from abusing substances in completely insane! It's like blaming the person who sells beer at the liquor store for an alcoholic's behavior! If an addict wants to find a drug or other substance or activity to chase a 'high' (food, shopping, sex, all can lead to addictions, should we regulate those via government controls too??) with, they will simply try and find something more readily available, or take more risk when the safer alternatives that were there no longer are! The only people you are TRULY hurting are people who will be bedridden in pain after surgery because the doctor needs to give them a month worth of pain meds, but can only give them a week! You are already causing an American Holocaust among people with severe chronic pain who used to be able to work, care for their children and homes, and have some measurable quality of life. That has been stripped from thousands of people. They are losing their jobs, their homes, their independence, and even their lives because you are legislating what should be between doctor and patient!
