Took me all of a minute to Google this for Mr. Bruce (don't know if he has Android or iPhone, so here is both)...now he doesn't have to be inconvenienced:

How to control AMBER and Government Alerts on your iPhone
- Launch the Settings app on your iPhone.
- Tap on Notification Center and scroll all the way to the bottom.
- Under the Government Alerts section, toggle the AMBER Alerts or Government Alerts option on or off to enable or disable them.

To disable emergency alerts in stock Android,
- Head to Settings, click on the More option under the Wireless & Networks section,
- Scroll down to the Cell Broadcasts settings.
- you will be given the option to disable extreme threats, severe threats, and Amber Alerts.
