There is no U. S. Constitutional right allowing Electors to vote any way other than directed under their respective state laws. States have the absolute last word as to how their Electors vote, as spelled out in Article II Section 1 of the Constitution. Most states have passed state laws requiring them to follow the election returns. A few have not. The ability of any Elector to cast their vote for president is solely determined by applicable state law.
