There is very little with regard to an ordinance that could address cannabis smoking in said facility, the concern would be for combustibles and a larger occupant number. I'm sure Colorado springs largely adopted the IBC or International Building Code, for overall direction as far as ordinance design is concerned, now they could implement experimental codes to account for this unique occupancy condition, but as professionals, we wound attempt to be as accurate and effective as possible when implementing a code. The building owner is entitled to business operation, and his customers are entitled to their safety from fire, surely though, seeing as how I'm 25 and study code in my free-time, and still understand a solution to this case, a more apt and skilled person could put in some work, not to mention effort, when making such a move (to arbitrarily shutdown the facility). Politics and offices thereof don't mean it is right to enact power against their constituents based off of their personal biases'; use the professional methodologies at least in order to determine the best decision we could currently enact.
